Authoritative sources, including UEFA-linked reporting and major sports outlets, state that England and the other Euro 2028 co-hosts (Republic of Ireland, Scotland, Wales) will not receive the traditional host-nation automatic qualification and must go through the standard qualifying process.[1][2][4][6][7][9][10] UEFA’s bid regulations only allow automatic qualification to be guaranteed for up to two host associations, and for Euro 2028 it decided that all four hosts must enter qualifying, with only two “safety net” spots reserved for host nations that fail to qualify directly.[2][4][6][7][9] Thus, in the normal sense of guaranteed host places, England and the other co-hosts have indeed been denied automatic Euro 2028 spots, even though a fallback mechanism exists that still makes their participation very likely.[1][2][4][5][6][9][10]
